Wenger has not a lot of money, don't forget they have "only" 25m for Nasri and 15 for Fabregas (they are so bad negociators that they did accept a paying system spread on months for their best and keu player ). They need a Jagielka by example, they can't put money for Sneijder and Jags in the same time.

Van Persie and Sneijder are not really friends and Nasri did leave the club because Arsenal didn't want to offer him his 100k demands (if I rember well)... So a 200k it's just impossible.
