Loaning Piazon out to a club outside England makes him a non-homegrown player, right? If he gets plenty of playing time at Malaga and develops as a player, it won't matter that much but if he's stuck on the bench this loan would do more harm than good.

I'm not sure why Isco would want to leave Malaga. It's his home town and his boyhood club. He may have been groomed and trained by Valencia in the Mestalla but he is very much a Malaga lad.

All valid reasons, I can't speak for Isco but none of those things might not matter for him. He might consider living at Malaga with his family and friends to be of higher priority.
