Its a product to them, not a game. THey wont allow the game to flow freely and devoid of bias etc. One look at fergie's utd is all you need, or take a look at spurs when they were fighing for the title, or just take a look at pool in 13-14, or pool last season and this season. I guess it is becasue ManU are the most popular club in China and US, the mos timportant foreign markets they get all possible support from FA.
