He is a dirty cunt when it comes to fouls, will probably decline within the next year or 2 (He hasn't exactly been at his best this season), but he's already one of the greatest ever African players in my opinion and he would improve us in midfield greatly even at his current level which is a bit past his best. Probably he would come if he would want to join us, but he indeed is on decline and spending more than 20mio would be bad decision. Man City have been riding in his back for the past 2 season. Has built, has technique and runs up and down for full 90 mins. What else you need in a midfielder especially in England. It should be either someone like De Rossi. If not, I would just wait for Chalobah. I mean why the f would we buy Capoue now when we have Romeu Chalobah and Mikel...Capoue also fallen out of France squad, Gonalons, Matuidi and Pogba have taken his place. He is a bit like Fellaini who has much attacking qualities and may not contribute to defence as we expect. However he is older and asks for higher salary than Fellaini.
