Money has something to do with no doubt, but its not like he is going to China/Russia. PSG has equal if not better chance to win the CL than Barcelona, and rumor is they are also adding Alexis Sanchez. Outside of Madrid they have the most complete team in Europe.

first they have to fit those into one team. They were vastly superior already last season and they still lost out to Monaco.  It does not come down to having the best team but outscoring the tiny sides in the league consistently.

i agree, but still having extremely talented players then figuring out how they fit is the managers job. Will be quite the scenes if they manage to pull off both transfers.

Money plays a huge part, but I think Neymar's staff don't think his career is where it was supposed to be. He already played 4 seasons in Europe and managed only 1 time to be in the top 3 best players in world. In PSG Neymar would be THE star.
