We've had 'the best defence in the league' a few times these past few years, and it included Gary Cahill each time. 

 

And Roma fans would be over the moon if they had Cahill going there, to put into perspective how they rate their players they consider so-called 'great'.

Rudiger was carried by Fazio & Manolas last season no different from how Terry, Luiz & Azpi have done their best in carrying Cahill.

Fazio
Emerson
Florenzi 
Manolas
Rudiger/Juan Jesus

To consider players great, just because they played their part, is lunacy. By that logic, Kalou was elite, since he played in the Champions League Final & contributed in games beforehand.

What exactly is your point?
We know for a fact that Roma fans rated Rudiger, we can only speculate whether they would be over the moon to have Cahill. 
Furthermore, there is 8 years between them. If they are at a similar level now, would that not be great news for us? Plenty of time for Rudiger to develop and become a better player.
