It has since come out that it wasn't failed medical but rather he couldn't agree personal terms with them. They probably offered him peanuts and expected him to jump at the chance to join "the biggest club in England" as they view themselves.

I'd have him as a second option for sure should Lukaku leave.

Maybe because the club is willing to take a gamble on it, Remy also failed a medical from Nice to Marseille before, but they decided to get a second opinion from another doctor who gave the go ahead. Demba Ba also failed a medical due to his knee and that didn't stop Chelsea.
