Yes, there was someone that said Parker is much better because he was able to get Fulham into PL, while Lampard failed with Derby

No one said that. People just said that Parker and Jokanovic are more qualified for Chelsea job because they got PL promotion with their teams unlike Frank. And that he got job here because of his legendary status.

in terms of DMF's he is very technical, great on the ball, passes well, has great instincts, good positional sense

I see nothing in his game at all in terms of these so-called issues
