Well they still want to sell him for a decent price don't they? That's why Moyes will say "he's not for sale" to any suitors but tell Rooney "you're RVP's back-up".

He's trying to portray the club as wanting to keep Rooney so they can get the maximum tranfer fee from any club. At the same time, Rooney is RVP's back-up and he's telling Rooney the truth so he could have no complaints during next season but also testing Rooney's resolve to stay at the club. If he's truly committed to the cause and loves the club, he'll gladly stay otherwise he's forcing Rooney's hand to leave...

Making Rooney hand in a transfer request also eliminates any loyalty bonus he may receive.
