Not paying his wages but it means he might be back if he flops hard or has injury problems. They’re loaning him and can take him permanently for free next year if they want. It may be us asking for it so we don’t materialise any loss for him on the books this year or them because they want to see that his knee is actually fine.

This is a common thing: Lukaku would be similar. Wages way above what anyone would want to pay him, so when someone takes over paying that there is no transfer fee (it's amortized in the over the top wages).
