I just read now that Dirk Degraen said that the transfer is agreed but you need all 3 sides to complete a transfer. Is this what he means? Genk and chelsea have agreed, but it cant happen until we agree to loan him to Genk instead of Ateltico Madrid? Or is because they dont want to do anything until August 27th
