I think announcements can come after the deadline, don't think there are any rules against it. IIRC has happened before.

Sold Schurrle for 24M and signed him for 27M. Good business imo. He may not be world class, but he's definitely an improvement on Schurrle.

We have Remy, Ramires and Filipe Luis capable of playing on the wing in case of injuries. And then there's few youngsters who deserve play time in case all of these options would be unable to play. And one of our three main wingers is going to be on the bench (either Willian or Cuadrado).

However, I feel that Hazard - Willian - Cuadrado might become our 3 attacking midfielders, especially in big games. That makes our squad seem a little bit thin but we still have Oscar and Cesc for the no.10 position.

What we need IMO is a new, quality central midfielder. I would go for Khedira or Gundogan. Sissoko would be a great option as well.
