He's highly rated in Russia. He's got a good skill set and from what i've seen, he should do well in the EPL. If we could sign him for 15 million, it'd be a pretty good deal.

That is not quite right. Since Russia operates on a different schedule to England he will be a free agent around Decemeber. Well they used to play on a different schedule and that is when he signed his last contract.
