United reportedly didn't sign Haaland because they refused to agree a buyout clause and slice of future transfer fee (aka "didn't fancy him anyway"), which seems to suggest those two are in his Dortmund contract.

Haaland will replace Alcacer.

But will be starter so Reus don't have to play as number 9. Then Reus will play as winger where they already have Hazard, Brandt even Guerreiro and Hakimi play there sometimes. So that's why Haaland can be hypothetically Sancho's replacement.

Nope, Haaland is Alcacer's replacement  not Sancho. Their wingers are mostly Reus, Sancho, Bruun Larsen, and Hazard.

TBF, think we can stop speculating Sancho's replacement at Dortmund because it looks likely he'll leave in the summer (at the latest) and Dortmund will find a replacement one way or another. It's just a question of who will Sancho join...

What's behind this decision? Why would China do this? @Ryan Fong

If true, this is a very sensible decision by the Chinese. Their league simply does not attract the best talent. They are only able to recruit players who can't find a club they'd prefer to play for. China is paying premium prices for over hyped names who are not good enough to get desireable gigs in Europe.
