I mean look at Liverpool's awesome signings, Adam, Henderson, Downing, and they aint in the UCL. You don't need to be in the UCL to get the best players. Given the French connection and playing opportunities Arsenal would have been perfect last summer but I am sure Hazard is confident enough to go to any club and would probably prefer Chelsea over Tottenham. Chelsea can definitely offer more wages than Tottenham as well, which is why I'm optimistic that we could get him if we really want to.
