What makes you think he will be any good as a Regista?

In my (second hand) opinion De Bruyne has: great off the ball movement, incredible passing technique, a powerful and very accurate shot, amazing ball control, ambidexterous feet and is a FK specialist. You could almost be forgiven for thinking I just explained Pirlo's strengths.

But I think this would be his best positioning: Not as high as Juan Mata but not as deep as Lampard/Mikel

Emenalo isn't an idiot though, his signings (like Cahill, Marin and de Bruyne) have been astute and cheap. I don't think he would lend himself to this madness as easily as Gourlay or Buck.
