He wants to play in the premier league. He is and always will be a chelsea legend and playing for city won't change that at all. If it was upto me I would want him to go somewhere outside PL. but I am sure he would have exhausted all his options and then deciding on this move. But the premier league is the pinnacle and we didn't want him. He has every right to do it. We also don't know what deals were offered. We know that Lampard wanted to renew his contract before the end of the season but we choose to wait. If we had really wanted to keep him we could have done.The guy who owns City owns or part owns his new team, so the loan deal makes sense for a player looking to keep fit which is essential for a player who is 36.
