Since Barca make an appeal in April, Fifa suspend it until an appeal hearing in December, that's why they still could buy Suarez, Rakitic, etc.

but the article says that fifa will make a decision before the transfer window about the appeal.

"CAS says it will give a fast-track verdict before the transfer window opens in January."

so, i think, as of now the ban stands.

Barca urge the appeal decision should be made before January transfer window to make it clear they are guilty or not. Until that decision been made, the ban suspended.

If they found out not guilty in December, then nothing change. If they found out guilty they cannot buy player in January 2015. Don't know if they are allowed to sell though, I think they could sell, cannot buy only.

They can theoretically still buy, they're just unable to register new players

hmm, maybe they really re-appeal it after that decision come out. Well, the first appeal did suspend the ban from April to mid August then, thats why they could register new players they bought. Second appeal hearing decision in December is yet to be made.

No, it's winter window. I dont think that could even happen in the summer.
