No. There's a slight difference. Hazard received a red card for this while Terry didn't for his case. This charge is not about the 3-match ban, it's about the possibility of extending it further. So, right now, Hazard will serve the 3-match ban starting from this Sunday no matter what. Remains to be seen whether he will serve more than a 3-match ban(likely to).

The FA are destroying the EPL in my opinion. Obviously we'll always have the best TV broadcasts and it helps that English is a universal language, but if they keep doing shit like this I don't think it'll be long before the Bundesliga is actually the most attractive league in the world for casual fans and players. Their set up over there is perfect. They're slowly gathering pace and really becoming a fantastic league.
