You're right. I turned off notifications long before the last couple of redesigns and was never aware of a button being there. Having an invisible button which is constantly on the screen does not sound like the best of ideas..

This may be a problem on my end but in the past 2 weeks I've been redirected to the User Control Panel at random when I clicked on either previous or following page numbers at the bottom of a topic page.
