To me it actually is very surprising to go for Luis rather than sign a young talented Shaw or RR (the first one is also HG). Maybe Jose is going for more experienced players to balance the team. This is good but it's also a short term solution.

I agree with The Skipper. Consider how not only Jose but Rafa also utilized him in midfield. That alone tells me that we need someone with similar qualities in midfield but not in CB role because it doesn't suit us. We don't play with aggressive CB, not our style. Yes, but failed the biggest challenge and in a bad way. Certainly not a failure, but not that great either. I guess we had to see Moyes to rethink what it means to replace a good manager, although i admit that was a very extreme case.
