From my understanding, the fact that he's completed 3 seasons in England before the end of his 21st birth year makes him HG.I looked up the rules the other day when we were discussing Pogba and it says 36 months. The end season in which he turned 21 is this past one which ended in June. And he's only spent 34 months in England before the end of it. Unless I am understanding something incorrectly. You also have 'completed three full seasons' under there which Lukaku has.
