Mourinho would have some input, but the majority of moves in and out are business deals negotiated by influential agents and accountants. At Chelsea most of the decisions about transfers are executed by Maria and Emanalo. Its also one dimensional to see it as 'a good player lost'. They might be good individually, but often they dont gel with the rest of the squad, personal problems, and clashes of personality with other team members or club officials.
