On the other hand it's quite obvious why Strasbourg can buy 10+ million teenager from Lyon. This is how multiclub-model works. Savinho was also not on City's books, still everyone knew he'd end up there. There are many good looking young players at Strasbourg who are not tied to us, but don't be too surprised if some of them end up here by time. Why compare Chalobah and Huijsen?
