We can sign players but we cant register them. At least that was case with Costa and Atletico or Arda and Barca. 

Technically we could sign Jovic or whoever and keep him in training for entire season but he wouldnt be able to play matches.

In media they always refer to it as transfer ban, it's confusing.

Signing a player is essentially a contract of employment between club and player. As long as that contract is legal under UK law, fifa can't dictate who Chelsea can or can't employ. What they can do is stipulate rules about who can take part in competitions which come under their umbrella. Perhaps the most central of all their stipulations is that only players registered with a club can represent it. A Transfer ban is a good shorthand but what's really being threatened is a registration ban.

yeah I get that, but loaning out a player also needs to be sanctioned by FIFA, so while we can still prob sign contracts, few would be willing to do so without the option of being loaned out, at least.

We probably cant loan them to a new club, but we can loan them back to their current club since they are already registered there. 

There could be also pre-agreement/pre-contract done.

So definately options to "buy" players exist.

And on practical level, I think there is a bunch of players who would be ready to spend another season at their current club to develop more and at same time have a guaranteed move to a bigger one next summer.

The competition will be huge, but there are quite a few quality players that will be moving soon.

True but again, Kovac worked with Jovic at Frankfurt, if he was to be made available along with Werner I wouldnt be surprised if they went for both. I think the Bayern always try to sign the most exciting young German players, such as Goretzka, Gotze, Arp, and wouldnt be surprised if Werner was an addition they go for too but I also think theyd go for Jovic. 

If either Barca or Madrid want him, he's off to Spain.
