We don't have any good penalty takers in the squad. Lampard's missed far too many lately and so has Mata, haven't seen others taking them often enough, so can't decide. Yeah, we should probably sign a German.. and I'm not joking, penalties are too important to fuck up so easily.

You can't 'suggest' penalty takers. The taker must be 100% confident to do so, ideally they shouldn't be selected out of a pool the manager should ask (one-on-one) if said person wants that role.

Torres was well within his rights to say 'no', if Mata was not confident it should've been given to the next assigned person.
