It's too early in the season.. that's why. As you start playing each player more, their DV (development value) will increase, game by game. At the end of the season (around the time you play your last game), they will need to be 'at least' 11 in DV to increase their skill. Although, younger players (below 26 years old) have more chance of increasing their skill bars than older players.

The questions were changed to suggestions/hints/tips etc, I guess xpert11 never bothered to change the wording. I'd recommend buying youth, rather than gambling with the youth academy which can be somewhat of a lottery. Remember, at the end of the season you need to make sure all your players are at least 11 in 'development value', so they increase their skill.

Yea, the youth academy can be a bit dodgy on xpert11, your best bet is to just buy youth in the transfer market imo.
