Claims about Chelsea talks with Belgian club Mouscron and subsequent transfers have been a hot topic in both the Dutch and Belgian press recently. Chelsea are looking for another partner club to send young players to and the lax work permit rules for footballers in Belgium make Mouscron quite attractive.
