I agree with his work ethic, but sustaining an injury where a metal plate had to be surgically installed in your fibula which resulted in you actually needing to run differently to prevent pain, which then in turn led to other muscular imbalances considering you are now utilizing your body differently, can kill anyone's chance to return to their peak self. 
Hazard's work ethic is one thing but saying he has no excuse to return to his peak self when having an injury that genuinely kills your ability, is another.

To be fair, Cuntois is the best air commander in the world. So for the defenders it was very difficult going from watching Courtois catch every set piece, and the season after having to do everything their self.

You can't throw away that much money. With FFP we have to give Kepa another chance. If we'd have an unlimited budget, we could take a 50M loss on Kepa. Now it's impossible.
