Martinez is in trouble so he must be pretty desperate. If, despite that, and despite the struggles of the players you listed, he still won't select Atsu, it can only mean that Martinez simply does not rate our man. The Everton boss must initially have seen something he liked about Atsu but obviously he's changed his mind now that he's had a closer look.

We need a new plan for Atsu.
