Many billionaires like to flaunt their wealth through clothing in particular, Roman seems to prefer yachts, cars, cruise missiles, private armies and football clubs I think it exposes his lower class, almost yobbo, upbringing. You wouldn't see people who inherited their wealth and lived in the upper classes all their lives dare let themselves be seen in public without some kind of awesome suit. Though it may be expensive it doesn't look it, and based off the show Frasier rich people care much about looking rich rather than wearing expensive clothes that look rather lower class.
