You should never play players if their form is under 10, unless you have to. At the end of every season, your players may improve by 1 level, stay the same, or decrease. All that depends on average form and development value. If the average form and development value is above 10 they should improve their skill level. Although, it also depends on the players age too. 18 is the minimum, not sure what the max is. Small squads are better imo, form training would cost too much with a big squad.
