Why not? Courtois broke into the first team after three succesful loan spells. He should be out on loan as long as he is not needed at Chelsea, we shouldn't do "a Kalas" with him.

I don't think the decide it now if a player will play here or not. Who the hell knew four years ago that Courtois can challange Cech? Or that Traoré becomes a first team member in less than two years. We buy players with great potential, loan them out and everything else is up to them. At Elche Pasalic had a very defensive role and the whole team was shit but Monaco is pretty good. Also, Toulalan and Moutinho will do some dirty work so Mario can show his creative abilities this year.
