He certainly needs to shoot more, but not to the extent where he's averaging 6 shots per game like C.Ronaldo/Bale. His shooting technique isn't as good as those two, therefore he shouldn't be given as much freedom as it would just be inefficient. When I say shooting technique I don't mean in terms of quality, but the consistency of his shooting. When Messi strikes a ball, 9 times out of 10 the ball stays hit. Whether it be inside the box, outside, or at a tight angle, the shooting is crisp and with precision. With Hazard it's different. You'll see a spectacular left footed strike followed up by a tame side foot, followed by an audacious curling effort, and then a scuffed shot that is dragged wide. Once his striking technique is consistent he will be twice the threat he is now, even more so as his left is almost as good as his right. Then there is of course the mental side. Being more decisive in the box, acting in instinct and not trying to over think things which he is sometimes guilty of when infront of goal.
