The proposals are phased; with the minimum amount of English players in the squad increasing from 8 to 12 (out of 25), although I don't think there are any minimum English players in the starting 11 per se. Another change is that the HG classification is moved from 18 to 15, meaning Fabregas and Courtois would no longer count. Of course, I think that not all of the proposals will necessarily go through.
