I suspect it was because he hasn't done/accomplished enough to be granted one. They thought his u20 accomplishment would've been enough, but evidently that did not work.

He played in Brazilian Seria B. Now to play in top Brazilian team is move forward. One call to Brazilian NT can change stance. Silva can urge this to happen. But he is still raw so no rush.
