The price exists within a vacuum, it doesn't matter if he performs at a certain level, that is price that the economy of European football has created. What separates the skill level of a 30m player and a 20m player? Nothing, because cost isn't indicative of talent or ability. There are too many factors to consider to simply compare Bonucci's transfer to a hypothetical Sandro transfer (or any other for that matter). I'd take a pass on this. While he would bring the left-flank to a new level that amount of dosh shouldn't just be thrown around willy-nilly. The club has a competent LB at the moment, so their are other more pressing concerns.

Not really. Dozens of players have played for the big three, Juve, Inter, and Milan. Far more than any other league. Pirlo and Baggio for example.

If anything I'd say the transfers are handled exactly like this. The board create a formal budget for the following year and Conte and his staff submit a transfer proposal for a first-team player to the board and upon reviewing the proposal decide to or not to make a formal transfer offer depending on the cost and wages. I.e. the board have minimal to no say what players are transferred but complete control on the transfer value and contracts. They will pull out regardless of the player if the fee goes beyond what the board are willing to budget for that season.
