Yeah, it's a penalty for me as well given Dalbert moved his hands to try and block the ball. It may be hitting his body anyway but he certainly moved his hands and considering the referee gave Rennes a free kick earlier for a similar handball offence by Werner earlier, it only made sense as well that he gave a penalty. But that yellow card/red card was a joke though.
