Yea, I've had this too. If you get the attacking and defending tactics right you will dominate the game. Although.. the forwards have to be in form, amongst other things. Formation guessing has less impact, which makes sense tbf. I remember reading on the xpert11 forums that the smallest details can determine some games. This was to add a bit of unpredictability to the game, otherwise what's the point. I suggest reading through xpert11 manuals online, and the forums. As i've forgotten the 'precise' percentages for how the separate tactics effect the game.
