If you can't score a lot of goals in probably the second or third best team in France (with such a creative player like James Rodriguez in your team) where the league lets be honest isn't very competitive who would spend 52 million on you? Monaco are in a big squad formatiom period, they just started buying good players (having off-loaded 12 of them) and they were in the Ligue 2 last season. Even if they have bough great players like Joao Moutinho and Jaimes Rodriguez, they arent half of the team Atletico Madrid is, which counts a lot for Falcao's lack of goals.

While it's unquestionable that Falcao has a great goalscoring record, I doubt though that his style of play suits what Mourinho wants from his strikers. And that is being all rounder type of striker or at least close to it, especially for the kind of squad we have where the goals do not just come from the strikers.
