You'd have to sit in the upper tier, mind you. You have to have a certificate to prove it's fire retardant, if the flag has been custom made this should be sown into the back of it. I don't personally see why you would wish to fly a flag that is in no way connected with Chelsea, but that's up to you and im pretty sure you'll be allowed to fly it.
