Beethoven was German. He is from Bonn (North Rein Westphalia) which would have been apart of Prussia and the Holy Roman Empire. Which is almost as far away from Austria as you can be whilst still being in Germany.

However Motzart is widely believed to be Austrian when in fact he is German. He was born in Salzburg which is now apart of Austria but during his lifetime Salzburg was in fact a part of Germany/Holy Roman Empire being called the Archbishop of Salzburg.
