As someone mentioned here, what´s behind Wolfsburg, I believe they are pretty close to Bayern. I doubt, they will pay more than 30m for Lukaku. I would rather see him at Chelsea though. Jose is waiting for the WC & Lukaku will excel there, I feel. Perhaps his price might rise a bit, then.

Toli, If 30m quid is 40m eur, then that's fine. He is the best striker available on the market at the moment. I just worry about his injury. Otherwise, I am certain he will score goals. Some folks, think it is going to be pretty tough for him in the PL, better defense & all that jazz. I believe, he is a pest & a relentless bulldog who will muscle his way in. He is not afraid of contact either.

I may say this, I am certain that if Costa stays injury free throughout the next season, he might even score close to 35 goals or thereabouts. If that happens, Chelsea is winning the PL.

Wolfsburg got more money than anyone in Germany. Lukaku for 30m would be peanuts for them & Jose knows that. That's why I am afraid of seeing him gone after the WC.

19, Please keep in mind that Cesc has much experience in the PL. That alone is a big advantage over the other players already mentioned. Perhaps that 30m is not as much for him.
