I think he always had that, just that he does it more often these days because he knows there'll be lots of people making those runs for him. Case in point : Ashley Cole goal vs Sunderland at the Bridge last season. I love JT's grace on the ball. His touch is so unlike a centre-half. Guess he retains some of the stuff from when he started out as a midfielder.
I doubt either of those are going to make it. Carlo doesn't seem to think very highly of them, else he would have kept them in the squad this season considering they're both homegrown and have experience in the PL.

I don't see why he thinks he should be given a 'long run of games in the Chelsea first team'. As BRMC said, he hasn't yet done anything of note in a Chelsea shirt. Carlo is giving him minutes in almost every game, can't see how he could do more. He's got more on his plate than just handing out starts to Kakuta to keep him pleased.
