The fact that they require it from players sales just a way to appease other teams and make themselves look like they are stewards of the game. This same ownership group pays Major League Baseball a luxury tax every year for the Dodgers exceeding the salary cap. Last year they paid $103m in the luxury tax. They look at it as a part of doing business to having a competitive team to win titles. The Yankees paid $62.5m last year. The amazing part is even MLB has an escalating tax for repeated yearly fines, the Dodgers just keep paying it. As a fan, you love to see owners who are willing to fork over some cash to win.
