So here are the ones who would be affected (we can have 6 to 8 of these out internationally if this article is correct)

we will have to loan some domestically

I see little problem if the limit is 8 international loans

Michy Batshuayi   Valencia

Kylian Hazard  Brugge

Charly Musonda  Vitesse

Ola Aina   Torino

Jake Clarke-Salter  Vitesse

Matt Miazga   Nantes

Kenneth Omeruo  Leganés

Baba Rahman  Schalke 04

Fankaty Dabo  Sparta Rotterdam

Victorien Angban   Metz

Nathan    Atletico Mineiro

Danilo Pantić  Partizan (Belgrade)

Mario Pašalić  Atalanta

Josimar Quintero    Lleida Esportiu

Kyle Scott  Telstar

Joao Rodríguez   Tenerife

Eduardo Vitesse (who cares)
