Kinda new to betting, can someone explain Handicap Betting to me please?

Like say i put a bet on Chelsea (-2.0) against Portsmouth...what does this mean?

Basically this is the betting form they use in Asia. You can only bet on the home or the away team. The favourite will be (-) and the underdog is (+), however many + the underdog has is an extra advantage they get. So in the terms of this bet say it was +2 they go into the game 2-0 up. Because it's -2 it means Chelsea basically go into the game 2-0 down. For you to win the bet Chelsea would have to win by 3 goals or more. If Chelsea win by 2 goals then the bet gets refunded, if it's less you lose.
