The party that is not winning the popular vote will always oppose a Constitutional Amendment because the EC provides them with a path to winning. Two thirds votes in the House of Representatives will never happen without the minority party voting for it. It has outlived its original purpose of EC representatives needing to travel by stage coach to deliver the votes from that state. It now serves a completely different political purpose.
