Does VAR favour low scores ?

I think with VAR fewer goals will be scored.
There are the following situations:

1) A goal is scored then disallowed - We have seen this many times.
2) A goal is disallowed then after VAR inspection the goal stands - We have seen that too, but I think it's less frequent. If nothing else, it invariably means the flag went up split seconds before the goal so it's infrequent.

With penalties now:

1) Penalty given then taken back - Does happen. The team against whom the penalty is awarded always calls for var inspection.
2) Penalty not given then given by the VAR - This too can happen but I think it is less frequent.

So I think there will be fewer goals.
But this should also be investigated statistically.
Which countries had VAR for the entire 2018-19 season and did n't have before ?
