I think it is beneath a PL or CL win in terms of difficulty for sure, and it doesn't have the history to really mean the same thing to anybody as a PL or CL win - no one grew up (yet) dreaming of winning this thing. In time that may change although I think they should tweak the format. Maybe every 4 years we should have no UCL but have a world wide tournament instead with a huge prize pool that is like the combined CL + CWC prize pool, and play it during the normal season in place of CL. That would be a huge deal that everyone would take seriously. That said it is much more than some preseason tournament or some national cup like the FA Cup. It is far above a Europa League win.
